If you did not overstay the date stamped on your I-94 card, you can file an I-539 application to change status. USCIS must receive the application before the expiration date on the I-94 card. The expiration date on the B visa is not relevant for that.

You will need to leave the U.S. to obtain an F-1 visa abroad. But it may be possible for you to get the F-1 visa in Mexico or Canada.

You can change your status from B-1 to F-1 in the United States. You will need an I-20. You will also need to apply for the change of status before your current status expires. You must also be otherwise eligible for an F-1 non-immigrant visa.
